Desde la sanción de esta Ley y mientras se llega al resultado final de un contrato de arrendamiento o de venta, el Gobierno queda autorizado para proveer a la administración de las minas de Supia y Marmato, por medio de contratos provisionales, que no requieran la aprobación del Congreso, bastando la del Consejo de Ministros.
