En aquellos municipios y distritos donde las autoridades municipales no se encuentren incursas en alguna de las causales de renuencia establecidas en el artículo 4º de este Decreto, los gobernadores prestarán el apoyo técnico, administrativo y financiero requerido para realizar, adoptar y aplicar las estratificaciones, a más tardar el 31 de diciembre de 1996.
