Facultase al Poder Ejecutivo para nombrar en las Legaciones de la Republica, cuando lo crea necesario, Agregados Militares del grado de Capitán a Teniente Coronel, que hayan cursado en las academias Militares. Estos Oficiales deberán estar calificados como de Estado Mayor, y sus viáticos serán imputables al presupuesto del Ministerio de Relaciones Exteriores.
