Todas las personas que prestan sus servicios al Instituto son empleados públicos y, por lo tanto, estarán sometidas al régimen legal vigente para los mismos. No obstante lo anterior, conforme al artículo 5° del Decreto 3135 de 1968 podrán vincularse mediante contrato de trabajo las personas que desempeñen las siguientes actividades: a) Construcción y sostenimiento de obras y equipos; b.) Labores de aseo, servicios de alimentación, lavado y planchado de ropas y asistencia, doméstica.
