Art. 13. Exceptúase solamente del pago de derechos de tonelada, salvo que por leyes especiales ó contratos se diga claramente lo contrario: 1º Los buques de guerra de naciones amigas y los asimilados á ellos, cuando á aquéllos les sea permitido entrar y fondear en los puertos de la República, siempre que no traigan carga particular; 2º Los buques que vengan en lastre; 3º Los que traigan inmigrados en número mayor de cincuenta; 4º Los que traigan solamente carbón sal, hielo, ladrillo, baldosas y tejas, y las mercaderías embarcadas en un puerto habilitado, y 5º Los buques nacionales.
