Los Ministros y Jefes de Departamentos Administrativos a los cuales se hallen adscritos los establecimientos públicos, sus Juntas o Consejos Directivos y la Dirección General del Presupuesto del Ministerio de Hacienda y Crédito Público, podrán objetar y hacer observaciones a los programas generales de compras que se les presenten, incluso durante su ejecución, en cuyo caso se harán los ajustes correspondientes en el término de diez (10) días hábiles.
