Todo contrato que fuere celebrado contra los requisitos consignados en el artículo anterior, será absolutamente nulo, y el funcionario que celebrare dicho contrato será responsable ante el Gobierno u otra parte contratante de cualquier perjuicio consiguiente, de la misma manera que si la operación se hubiera efectuado entre particulares.
