Al recibir el Gobernador ó sus agentes los enseres, etc., de que tratan los dos artículos anteriores, subscribirán un contrato con el Administrador de las Rentas Reorganizadas, comprometiendo al Departamento al pago de las sumas á que asciendan los avalúos, más los intereses al uno por ciento mensual, en caso de demora de cualquier contado, y asegurando el cumplimiento de la obligación con una hipoteca ó garantía que llene el total del avalúo.
