De la forma de contratación . Los contratos de conducción de correos a que se refiere el artículo anterior, se celebrarán mediante autorización de la Junta Directiva de la Administración Postal Nacional, con base en las siguientes reglas

Si su valor anual fuere inferior a la suma de un millón de pesos ($ 1.000.000.00) se hará por contratación directa, previa la respectiva evaluación técnica.

Si su valor anual fuere superior a un millón de pesos ($ 1.000.000.00) e inferior a tres millones ($ 3.000.000.00) se hará por medio de licitación privada.

Si su valor anual fuere superior a la suma de tres millones de pesos ($3.000.000.00), se celebrará por medio de licitación pública.
