Los cinco miembros principales de la Comisión y los cinco suplentes serán nombrados para dicho periodo en esta forma: tres principales y sus respectivos suplentes por el Senado de la República, conforme al articulo 33 de la Ley 42 de 1905 : un principal y un suplente por la Cámara de Representantes y un principal y un suplente por el Poder Ejecutivo.
