El Gobierno hará practicar estudios de las reservas petrolíferas de que trata esta ley, y a este fin se le faculta ampliamente para contratar el personal y para hacer todos los gastos que demanden dichos estudios.

El Gobierno proveerá a la formación en el exterior y, dentro del país, del personal colombiano técnico y práctico en la industria del petróleo en todos sus ramos.
