Las mercancías recibidas en tránsito, podrán darse a la venta en el territorio del Puerto Libre de San Andrés y Providencia, en cuyo caso pagarán el impuesto de consumo de que trata el artículo 3° de este Decreto, previo registro y demás formalidades.
