Adiciónase el artículo 121 de la Ley 9º de 1989, con el siguiente parágrafo:

Parágrafo

El Banco Central Hipotecario, BCH, podrá emitir "Cédulas de Ahorro y Vivienda" para que cumplan las funciones previstas para los "Pagarés de Reforma Urbana" con respaldo en títulos hipotecarios sobre los inmuebles que adquieran las instituciones señaladas en el artículo 99 dela presente Ley y para los fines en él dispuestos.
