Los mencionados Directores, de acuerdo con el Médico de Sanidad, si lo hubiere, formarán cada año un presupuesto de las cantidades de drogas heroicas que se necesiten en el respectivo Departamento o Intendencia para el año siguiente, y lo enviarán a la Dirección Nacional a más tardar en el curso del mes de marzo. A este presupuesto deben ceñirse en las licencias de importación, las cuales no pueden exceder en ningún caso de las cantidades presupuestas para cada año.
