El Gobierno procederá a construir, de acuerdo con la técnica moderna y las necesidades del tránsito internacional actual y futuro, los siguientes edificios: para la Policía de Fronteras en Puerto Santander; para Resguardo de aduanas en el kilómetro terminal de la carretera en la frontera con Venezuela, y para la Aduana y Gendarmería en la ciudad de Ipiales.
