- AUTORIDAD DOCTRINARIA. La Dirección General de Apoyo Fiscal del Ministerio de Hacienda y Crédito Público será autoridad doctrinaria en materia de interpretación de las normas sobre tributación territorial y sobre los demás temas que son objeto de su función asesora. En desarrollo de tal facultad emitirá concepto con carácter general y abstracto para mantener la unidad en la interpretación y aplicación de tales normas (Ley 60 de 1993, art. 40).
