El Concejo de Bogotá incluirá en los presupuestos ordinarios del Municipio, con destino exclusivo a los diversos servicios de policía, una suma equivalente al producto del aumento a que se refiere el artículo 17. El Alcalde se abstendrá de sancionar los Acuerdos de presupuesto que no se ajusten a lo que aquí se dispone.
