Mientras el Gobierno pone en funcionamiento la organización judicial dispuesta por esta ley, los Tribunales y Jueces continuarán conociendo de los negocios que les están atribuidos por los Decretos 528 de 1964, 1867 de 1965, y los que los adicionan o reforman. Al iniciarse dicho funcionamiento, los negocios que estén en trámite serán enviados en el estado en que se encuentren, al Juez competente de acuerdo con esta Ley.
