La porción que se reasigna de los ingresos provenientes del impuesto al valor CIF de las importaciones destinado al Instituto de Fomento Industrial, IFI, se utilizará exclusivamente para el financiamiento de desarrollos microindustriales y de la industria maderera y pesquera.

Parágrafo

Tendrán preferencia en los programas de industrialización con miras a la exportación, referentes a la madera y a la pesca, los puertos que recaudan impuestos con destino a PROEXPO.
