Artículo tercero . El Gobierno Nacional queda ampliamente facultado para celebrar los contratos necesarios para el cumplimiento de esta Ley; adelantar las negociaciones para adquirir los inmuebles que se requieran, los cuales se declaran monumentos nacionales y de utilidad pública a fin de poder ser expropiados en caso de controversia, lo mismo que para hacer los traslados presupuestales; abrir los créditos y contracréditos que se precisen.
