El capital de la Empresa será de cien millones de pesos ($ 100.000.00), de los cuales el Gobierno Nacional suscribirá un mínimum del cincuenta y uno por ciento (51%), si la Empresa se organiza como institución semioficial.

El Gobierno Nacional queda autorizado para suscribir la totalidad del capital si los particulares no suscribieren y pagaren al menos un veinte por ciento (20%) del capital de la Empresa.

Parágrafo

El Gobierno Nacional hará sus aportes de acuerdo con las exigencias económicas de la Empresa, y previo concepto favorable del Instituto de Fomento Industrial.
