Con excepción de las del Plan y de Presupuesto, en cuanto no se oponga a lo estatuído en el artículo 172 de la Constitución, las Comisiones Permanentes se elegirán por el sistema del cuociente electoral, previa inscripción de listas. Con todo, si los partidos o sectores políticos representados en la respectiva Cámara se ponen de acuerdo en una lista total de las Comisiones, o de parte de ellas, ésta podrá ser votada en bloque. De igual manera si se trata de reemplazar a un miembro de una Comisión, bastará una proposición aprobada por la Cámara respectiva, con el asentimiento del reemplazado.
