Artículo primero. Para los efectos de los artículo 11 y 12 de la Ley 21 de 1963, se consideran Bancos comerciales todas las instituciones bancarias sujetas a las normas generales que regulan el funcionamiento de dicho Bancos, incluyendo el Banco Popular, el Ganadero, el Cafetero y la Caja de Crédito Agrario.
