Los cargos serán formulados mediante oficio dirigido al inculpado, determinándose objetivamente los que aparezcan de la investigación conforme a las pruebas aportadas y señalándose las disposiciones legales o reglamentarias que se consideren infringidas. El traslado de cargas se efectuará mediante la entrega del oficio al inculpado. Si éste se negare a recibirlo, el traslado se surtirá mediante la entrega en original y copia del pliego de cargos, al Procurador Regional o agente del Ministerio Público de mayor jerarquía existente en el lugar del domicilio del inculpado, previa constancia suscrita por el funcionario que realiza la diligencia.
