La dirección de los Establecimientos Públicos y de las Empresas Industriales y Comerciales del Estado estará a cargo de una Junta o Consejo Directivo, que siempre presidirá un Ministro o Jefe de Departamento Administrativo o su delegado; y de un Gerente, Director o Presidente, que será su representante legal.
