º . DEBITOS Y TRASLADOS DE CUENTAS. Tratándose de las obligaciones que los particulares tengan para con el Estado, aquéllos podrán solicitar a los establecimientos de crédito que debiten y trasladen de sus cuentas corrientes o de ahorros, los fondos necesarios para el cumplimiento de toda clase de obligaciones a favor de las entidades de la Administración Pública.
