° En la plazoleta interior del Palacio se erigirá un grupo escultórico de mármol recordatorio del doctor José Félix de Restrepo y del acto de la liberación de los esclavos. En igual forma, para darle cumplimiento a la Ley 18 de 1919, se erigirá en bronce la estatua del doctor José Ignacio de Márquez.
