° Sustitución de plazas de maestros. Los recursos de cofinanciación están orientados a incrementar la cobertura educativa. Se podrán reemplazar o sustituir plazas existentes de maestros con estos recursos si las respectivas entidades territoriales demuestran que con medidas administrativas pueden incrementar la cobertura del servicio sin aumentar el número de docentes. También será posible efectuar la sustitución cuando las entidades territoriales estén destinando el pago de maestros más del 15% de su presupuesto ordinario; en este caso las entidades territoriales deberán garantizar una relación alumno docente no inferior a 20.
