En el Presupuesto para la vigencia fiscal de 1963 y siguientes se incluirán las partidas que sean necesarias para dar cumplido efecto a lo dispuesto en la presente Ley, la cual deberá ejecutarse integralmente en el término máximo de tres años fiscales. Si no se hicieren las debidas apropiaciones presupuestales, el Gobierno queda facultado para arbitrar los recursos correspondientes a base de traslados, créditos extraordinarios y operaciones de crédito.
