Los Institutos de Fomento y Desarrollo o las instituciones financieras de propiedad de las entidades territoriales podrán realizar operaciones activas de crédito con las entidades territoriales siempre y cuando lo hagan bajo los mismos parámetros que rigen para las entidades financieras vigiladas por la Superintendencia Bancaria.
