ASISTENCIA TECNICA: El departamento deberá diseñar y ejecutar un programa especial de asistencia técnica al nuevo municipio, con énfasis particular en los aspectos de participación, organización administrativa y fiscal, presupuesto y planeación.

Esta obligación se hará extensiva igualmente a los demás municipios del departamento si a ello hubiere lugar.
