El espectro radioeléctrico es de propiedad exclusiva del Estado y como tal constituye un bien de dominio público, inenajenable e imprescriptible, cuya gestión, administración y control corresponden al Ministerio de Comunicaciones, de conformidad con las leyes vigentes y el presente Decreto.
