Se designa con el nombre de "circular" el telegrama oficial dirigido a funcionarios de localidades diferentes. Se enviarán a la oficina telegráfica tantos ejemplares del despacho cuantas sean las oficinas telegráficas destinatarias, pero cuando éstas excedan de seis, el jefe de la oficina telegráfica indicará el número de ejemplares que se necesiten, de acuerdo con el número de líneas por donde haya de hacerse la transmisión. No quedan incluidas en esta disposición las circulares de la presidencia de la república, que solo enviará un ejemplar de la circular.
