El Ministerio de Hacienda y Crédito Público expedirá los documentos de crédito autorizados por este Decreto a medida que las necesidades así lo exijan, con el solo requisito para su validez de que los títulos expedidos sean emitidos mediante acta por la Tesorería General de la República y refrendados por la Contraloría General de la República.
