Art. 3.° El Gobierno podrá, cuando lo estime conveniente, adscribir las funciones de los Inspectores generales á las Gobernaciones, las cuales las ejercerán por medio de los Secretarios de Instrucción pública, y á falta de éstos, por medio de los Secretarios de Gobierno, ó del Secretario general en aquellas Gobernaciones que tengan una sola Secretaría.
