Articulo 2º Para los efectos del artículo 239 del Decreto 222 de 1983, se entenderá que la ejecución de los contratos de empréstito se verifica en aquel país en donde deban satisfacerse las obligaciones esenciales de las partes, esto es la entrega de recursos por el prestamista y el pago debido por el prestatario. Para los fines del inciso 2º del citado artículo, bastará que cualquiera de las obligaciones mencionadas en el inciso anterior deba ejecutarse en el exterior.
