Cuando en una oficina de registro ocurra un excesivo recargo de trabajo, que a juicio de la superintendencia de notariado y registro entorpezca la eficiencia y rapidez del servicio, el superintendente podrá autorizar transitoriamente al empleado que postule el respectivo registrador para que, bajo la responsabilidad de este, autorice con su firma los certificados que deban expedirse.
