El Gobierno procederá a construir en lugar adecuado de la ciudad de Barranquilla, un edificio debidamente acondicionado para que sirva de alojamiento a las guarniciones nacionales en aquella plaza. Una vez construido dicho edificio se destina el que presta hoy servicio de cuartel para el funcionamiento de las oficinas nacionales, especialmente las de Correos y Telégrafos, y las del Gobierno Departamental, mediante arreglo que al efecto celebre el Gobierno con el Departamento del Atlántico.
