Art. 12. Las tierras baldías que existen en las cordilleras que sirven de límites a do o más Estados, y entre los centros poblados de cada Estado y los ríos navegables, que sean vías nacionales, se reservan para aplicarlas exclusivamente a los objetos siguientes:

1° Para el fomento de nuevas poblaciones;

2° Para adjudicaciones á cultivadores, y

3° Para el fomento de las vías de comunicación.
