El Ministerio de Educación procederá a incluír en el Presupuesto Nacional de la próxima vigencia, las partidas necesarias y suficientes para el cumplimiento de esta Ley, y en caso de no hacerlo, autorízase al Gobierno nacional para que en cualquier época abra los créditos y contracréditos, y verifique los traslados que sean necesarios para los fines consiguientes.
