Con las captaciones de los recursos a que se refiere este Decreto, descontando el porcentaje destinado a la constitución del Fondo de Garantías, el Icetex otorgará préstamos educativos y créditos a instituciones de educación superior que tenga como destino financiar proyectos de desarrollo.
