Artículo diez y ocho . Son funcionarios de instrucción en los casos de contrabando previstos en este Decreto, los Administradores y Recaudadores de Hacienda Nacional, los Inspectores y Visitadores de Rentas e Impuestos nacionales y los Inspectores de laboratorios y farmacias y Visitadores Fiscales del Ministerio de Higiene, y el procedimiento que deben adoptar será el mismo que rige en la actualidad para los impuestos de consumo.
