Autorizase al Gobierno para contratar con los Organismos de Ayuda Internacional un empréstito para adquisición de equipos y laboratorios, con el fin de completar y modernizar las instalaciones y dotación de los Institutos Técnicos y Escuelas de Enseñanza Técnica Industrial que determine el Gobierno, oído el concepto favorable de la Junta Consultiva de que trata esta Ley.
