Autorízase al Gobierno para contratar en el Exterior y hacer venir al país, por el tiempo que lo estime necesario, hasta tres expertos en el ramo Telegráfico, con el objeto de proceder - de acuerdo con las indicaciones que estos hagan a la reorganización de ese servicio público.
