ARTICULO 28. - Los negocios cuyo conocimiento corresponda en segunda instancia al Consejo Superior de la Judicatura de conformidad con las normas del presente Decreto, y que en la actualidad se encuentren en la Corte Suprema de Justicia o en el Consejo de Estado, serán remitidos inmediatamente en el estado en que se encuentren, al Consejo Superior de la Judicatura, y repartidos por la Sala de Gobierno para que prosigan sus trámites.
