Artículo cuarto. Para el otorgamiento de los subsidios a que se refiere este Decreto se observará el orden de incapacidades consignado en el artículo 8º del Decreto 1570 de 1974. En caso de haber cupo sobrante, se concederá a enfermos de lepra con incapacidades menores o sin incapacidades, que no desarrollen alguna actividad remunerada o que carezcan de otro medio de subsistencia, dentro de los términos establecidos en los artículos 1º y 2º del presente Decreto.
