El Gobierno reglamentara lo relativo a la defensa y sanidad agropecuaria. Las disposiciones respectivas se consideran como de policía e higiene públicas, y serán obligatorias bajo las multas que establezca el Gobierno, que no pasaran de quinientos ($500). Estas penas las impondrán de acuerdo con los reglamentos, los Gobernadores o el Ministro de Industrias.
