Marco Fiscal. La entrega de cada incentivo y apoyo directo que se determine mediante acto administrativo estará sujeta al Marco Fiscal de Mediano Plazo, y al Marco de Gastos de Mediano Plazo, a la existencia previa de disponibilidad presupuestal y al cumplimiento de las normas vigentes establecidas en el Estatuto Orgánico del Presupuesto Nacional.
