- PROPORCION DE LA DISTRIBUCION. Los recursos del Fondo se invertirán en las áreas rurales y urbanas en la proporción en que se encuentre distribuida su población, sin ser inferior esta inversión al 25% del total de los recursos disponibles en cualquiera de las dos áreas (Ley 19 de 1991, art. 4).
