La Cámara de Comercio será compuesta por la totalidad de sus miembros, habrá quorum con la asistencia de su Presidente o Vicepresidente y once miembros más; pero en ningún caso se podrá resolver ninguna cuestión que concierna a determinado ramo comercial sin haberla sometido a la consideración y estudio del miembro o miembros pertenecientes a él, para que el fallo lleve la debida ilustración del caso.
